Nepal’s economy is overwhelmingly rural. More
than 86% of the poor live in rural areas, where poverty
is stagnant or increasing. Natural resources (land,
crops, forest, water, animal, plants) from the basis
for most livelihoods and natural management (NROM)
are the main interface between people and their environment.
Natural resources are exploited in ‘get rich
quick’ by the elites and political parties,
often in the form of land and other resources grabbing.
Natural resources management skills and abilities
are low. Therefore natural resources use is mainly
unsustainable. The problem will closely linked to
poor governance and insecure rights, rooted in hierarchical
and elite society, political culture with strong patron-client
traditions. |
